The ruling Friday from U.S. District Judge Dana Christensen came after environmentalists sued the government for dropping the red slurry material into waterways hundreds of times over the past decade.
The announcement comes just about a year after an environmental review was completed as part of a broader effort by the Biden administration to clear the way for major transmission projects in the West.
The invasive species brought to the U.S. from Southeast Asia, is wreaking havoc in about 30 mostly warm-weather states in the South and West, including Arizona.
